Definitely. Taqayya is a religion saving mechanism, not a life saving mechanism. And this is exactly what we have learnt from companions who lived in times of such hardships...and at a time such as today, taqayya would definitely not be very useful option...in the end, we'd probably even have to abandon azadari if we keep thinking about our lives.
I do agree that we make social mistakes, like for example the loudspeakers, or blocking the roads, but, in other cases, do the pros outweigh the cons of going into Taqayya in other cases; and what should people who already have their 'Shia' names, or are known for their beliefs, do?
When applying for a job and asked, should one say he's not a shia?
In my opinion, the encouragement of taqayya at this stage is not a very good one. At this point in time, we live in a world where people atleast know that Shiaism is a thought which exists, and widespread encouragement of taqayya helps only to keep our lives secure, which, I'd say is pretty much useless if you have no better plans for the future.
